Within the Project: Fostering socio-economic empowerment and protection of vulnerable Palestinian communities in East Jerusalem – Phase II, co-funded by the European Union,
CISP is seeking a Project Coordinator, with knowledge and experience on the topics of the project and sound management experience / skills
Project Synopsis
Through the support to and capacity building actions in favor of Palestinian Community Based Organizations in East Jerusalem, the project aims to improve the offer of basic social, educational, psychological, recreational services to vulnerable groups in East Jerusalem, as a way to strengthen the resilience of the Palestinians and preserve the Palestinian character of the city.
The project aims also to support microbusinesses and vocational training activities backed up by the said Palestinian organizations. A specific quality certification program is foreseen for concerned local associations to improve their organizational, financial, managerial efficiency and effectiveness in terms of provision of basic and essential services to the population
Vacancy: Project Coordinator Country of Operation: Palestine
Duty station: East Jerusalem Duration: 12 months renewable
Tentative starting date: May 2019 (Selection procedure expected to be concluded by end of March**)**
Duties and responsibilities:
General planning, coordination, management, supervision and monitoring of project activities
Providing inputs for the implementation of the project and supporting, facilitating and monitoring the capacity building processes for the partners.
Facilitating networking and synergies among partners and relevant external actors and stakeholders of the project in the OPT, especially in East Jerusalem, with the aim of improving effectiveness of partner organizations.
Ensuring that narrative reporting and other requirements related to the grant contract management are met, in line with donor requirements and CISP’s policies and procedures.
Managing procurement and tendering procedures for services, goods and works;
Supervision of accountancy and administration
Maintaining contacts with project partners & beneficiaries as well as other relevant stakeholders, institutions, associations, cluster groups, donors, local and national authorities and International NGOs and agencies;
Taking care of any needed operational agreement with local authorities when needed, as well as any needed authorization
Drawing project documents, assessment reports, activity plans, interim/final reports, financial reports, etc.
Management of financial and logistic resources of the project;
Selection, recruitment, management and supervision of local staff;
Official Representation. Representing CISP in front of local national and international authorities, institutions, agencies, associations, etc., when needed
Promotion. Promoting and encouraging coordination and synergies of the project with other similar developmental projects, initiatives, activities either ongoing and to be identified and promoted
Reporting to the CISP Country Representative to Palestine
Requirements:
a) Demonstrated skills and working experience in cooperation projects’ management, mostly in projects focusing on:
· support and technical assistance to civil society organizations for improving their internal organization, management and achievement of self-sustainability;
· psychological, social and educational activities in favour of children, youth and women;
· promotion of microbusinesses and small income generating activities.
Past working experience in East Jerusalem and or in the Occupied Palestinian Territories is an asset.
b) Excellent understanding of & experience/skills in project management, project planning, administration and financial management, reporting
c) Background and knowledge of EC, Italian Cooperation, UN (UNICEF, UNHCR, OCHA) rules and regulations (management, administrative & procurement procedures, reporting requirements, etc.)
d) Experience/skills in procurement procedures and tendering.
e) Experience in organizational analysis and partnership with civil society organizations
f) Experience/skills in organization of training and community based activities
g) Excellent communication capabilities and ability in reports’ writing
h) Good understanding and experience in project monitoring and evaluation
i) Excellent social skills and ability to work as part of a team and to adopt a consensus based approach.
j) Experience/ability in official representation of the NGO in front of local, national, international institutions, authorities, agencies.
k) Excellent written and verbal skills in English is required.
l) Computer literacy
m) Driving License
n) Ability to work effectively in a fast-paced, stressful environment. Flexibility, availability to perform other duties. Availability to work in security volatile context
o) Knowledge of Arabic, Hebrew, and Italian languages is an asset.
p) An academic degree in social or /psychological sciences, and/or related discipline in development cooperation is an asset
q) Previous experience of simultaneous coordination of multiple initiatives/projects is an asset
