Duration: from 12 to 24 months - Tentative starting date: March 2016
Requirements:
a) Qualifications in a discipline related to Hydraulic Engineering works and Water & Sanitation
b) Specific and demonstrated skills and technical experience in WASH (hydraulic engineering, design, management, implementation and supervision of hydraulic works, wash facilities, water networks, pumping stations, etc.)
c) Experience in developing WASH need assessments and undertaking gap analysis for development of WASH programmes
d) Demonstrated experience and ability in cooperation projects’ management, specifically in the field of WASH, in emergency and relief, humanitarian aid, assistance to refugees, NFI’s distributions, etc.
e) Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency response; Past working experience in Lebanon is an asset
f) Excellent understanding & experience of programme, financial and operational management processes
g) Experience / skills in projects’ financial planning, administration, reporting
h) Experience / skills in procurement procedures and tendering. Background and knowledge of EC, Italian Cooperation and UN Rules and Regulations, UN (UNICEF, UNHCR, OCHA), projects’ management systems, administrative & procurement procedures, tendering, is a preferential asset
i) Excellent communication capabilities and ability in reports’ writing
j) Fluency in English is required. Knowledge of Arabic is an asset
k) Computer literacy
l) Driving License
m) Ability to work effectively in a fast-paced, stressful environment. Flexibility, availability to perform other duties. Availability to work in security volatile context
n) Past working experience in Lebanon is an asset
Functions:
- Planning, coordination, management and monitoring of project activities in the WASH sector, including needs assessment, beneficiaries’ selection, technical design and preparation of BoQ, follow up and supervision of civil works and technical interventions;
- Procurement and tendering procedures for works, NFIs, and other goods and services;
- Supervision and follow up of civil works
- Accountancy and administration
- Maintaining contacts with relevant local stakeholders, institutions, associations, cluster groups, donors, local authorities and International NGOs and agencies;
- Taking care of any needed operational agreement with local authorities involved, as well as any needed authorization
- Drawing project documents, assessment reports, activity plans, interim / final reports, financial reports, etc.
- Management of financial and logistic resources of the project;
- Selection, recruitment, management and supervision of local staff;
- Reporting to the CISP Country Representative to Lebanon
