Lebanon: Area Manager for coordination of CISP WASH projects in North Lebanon

Duty Station Tripoli (North Lebanon)

Duration: from 6 to 12 months Tentative starting date: June 2016

Requirements:

a) Demonstrated experience and ability in cooperation projects’ management, preferably in the field of WASH, emergency and relief, humanitarian aid, assistance to refugees, etc.

b) Excellent understanding of & experience /skills in programme financial and operational management, programme administration and reporting

c) Experience / skills in procurement procedures and tendering.

d) Excellent communication capabilities and ability in reports’ writing

e) Background, skills and technical experience in fields related to WASH are important assets

f) Background and knowledge of EC and UN (UNICEF, UNHCR, OCHA) Rules and Regulations (management systems, administrative & procurement procedures, tendering, etc.) are a preferential asset

g) Fluency in English is required. Knowledge of Arabic is an asset

h) Computer literacy

i) Driving License

j) Ability to work effectively in a fast-paced, stressful environment. Flexibility, availability to perform other duties. Availability to work in security volatile context

k) Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency response.

l) Past working experience in Lebanon is an asset

Functions:

A. General Tasks: Program management and supervision

A.1.Planning, coordination, and monitoring of CISP projects in North Lebanon;

A.2.Ensuring project activities comply with the policies and regulations of donors;

A.3.Ensuring that implementation of CISP projects respect the signed agreements/contracts and CISP Management System and Lebanon Regulations;

A.4.Ensureings close collaboration and coordination with partners to guarantee smooth implementation of activities and achievement of results;

A.5.Responsible for submitting activity and financial reports to the Country Representative and the Country Administrator for further submission to the donor;

A.6.Responsible for regular updating and submitting minutes of the meetings with the donors to the Country Representative;

A.7.Supervision of and support to the Project Coordinators and the Area Administrator

B. Development of proposals

B.1.Strengthen relationships with existing donors and identifying new potential ones;

B.2.Leading the preparation of the project assessments and the writing of proposals for new projects;

C. Representation and Coordination

C.1. Representing CISP in front institutions and main stakeholders in the CISP Office area (Government officials, partners, NGOs, UN agencies, etc.) in coordination with CISP Country Representative;

C.2. Being – in coordination with Country Representative - the main contact for the relevant donors in the office area for submission of new proposals, identification of new projects, discussion of general plans, strategies etc.;

C.3. Being – in cooperation and coordination with Project Coordinators - the main contact for the relevant donors of projects in the office area for daily activities;

C.4. Ensure that CISP Project Coordinators and field staff maintain good relationships with the implementing partners;

C.5. Maintain strong partner relations and lead in identifying new potential partners; D. Human Resources Management

D.1. Main contact for the CISP Area Office staff;

D.2. Ensure staff allocation, clear coordination and assignation of tasks, work plans and activities of the staff, in close cooperation with the Project Coordinators;

D.3. Supervising the work of all staff, assuring regular information-sharing with relevant staff and ensuring efficient implementation of the activities;

D.4. Monitoring qualifications of the staff and evaluating their work regularly;

D.5. Organizing and coordinating the training of the staff and supporting them to improve their skills and performances.

D.6. Supporting the Project coordinators in the recruitment procedure.

E. Office Management

E.1.Definition and/or application of general and specific criteria about CISP office functioning, according to indications from the Country Representative, among which:

· a) use of vehicles and other CISP office assets and equipment;

· b) adopting needed security measures for the CISP staff;

· c) management of projects documents files, records and contracts;

· d) periodical meetings with the project staff, elaborations of minutes and sharing them with Country Representative.
