CISP is looking for a Programme Manager to support the development of its country programme in Malawi.

CISP started its activities in Malawi in 1999. Interventions are focused on agriculture and rural development, management of natural and environmental resources, economic empowerment, food security.

CISP’s programme aims at contributing towards improved resilience of communities in central and northern regions of Malawi to unpredictable climate challenges. More specifically, actions aim to enhance the capacity of communities in Karonga and Nkhotakota districts to stabilize their food and nutrition security, generate sustainable livelihoods and safeguard their livelihood assets against the effects of climate change.

The PM will be in charge of supervising the implementation of the ongoing AICS funded project, and of contributing to the identification and pursuit of new opportunities.

The duty station will be in Lilongwe, with travels in Nkhotakota, Karonga (current intervention sites) and other districts, according to the need.

Programme management/development

  • Ensure coordination and quality management of projects implemented in Malawi in compliance with CISP’s management system and donor’s requirements, with particular focus on the livelihood and food security sector.
  • Ensure continuous relations with donors, submission of quality and timely narrative and financial reports. Support processes of external evaluations and audits.
  • In coordination with CISP HQ, ensure innovative approaches are included in existing and future programs in order to increase positive impact on project beneficiaries.
  • Carry out field missions to monitor ongoing projects and strengthen the collaboration with partners and beneficiaries.
  • In collaboration with the Country Representative provide overall support and guidance to CISP local partner organization with a strong focus on organizational development to achieve set objectives, as well as compliance.
  • In collaboration with the Country Representative support and supervise day to day programme implementation, including staff management, revisions to project design, work-plans, activities and planning, budgets and recruitment of project staff.

General tasks

  • Attend meetings and workshops with local authorities, donor representatives or key stakeholders.
  • Attend Project Steering Committees meetings.
  • Ensure quality and timely communication and reporting with all relevant stakeholders such as colleagues and partners, authorities.
  • Facilitate and oversee capacity building, in-service training sessions, on-the-job training and mentoring support to CISP staff and partners.
  • Guarantee coordination of CISP promotion activities in the country, by ensuring constant supervision of the development of new proposals.
  • Support the Country Representative in further development of the Country Strategy / the Country Strategic Planning.
  • With the advice and under the supervision of the headquarters, ensure the strategic development of the programs and the presence of the organization in the country.
  • Ensure compliance with the procedures and policies of CISP and donors.
  • Identify possible partnerships both at specific project level and at strategic level.
  • Ensure CISP qualified visibility and accountability.

Managerial and administrative responsibilities

  • Supervision of project financial planning.
  • Ensure compliance of all expenditures and purchases with CISP management system, donor procedures and the requirements of national legislation.
  • Ensure the management of human resources deployed by CISP in the programme.
  • Ensure optimal use of logistical, financial and human resources.

Profile

  • Master's Degree in Humanitarian / Development Studies / Social Sciences or any related field
  • At least 5 years of working experience on Food Security, Livelihood, Agriculture.
  • Experience in programmes with value chain development components, sustainable farming practices, saving and loans systems
  • Expertise in SMEs and cooperatives’ development, marketing strategies
  • Good knowledge of EU, AICS, UN Agencies management procedures (preferably at least 2 years experience)
  • Previous working experience in Malawi or the region is preferred
  • Excellent in written and spoken English. Knowledge of Italian will be a plus
  • Good communication and writing skills as well as a good aptitude for stress management
  • Ability to create, coordinate and manage partnership relationships with donors and civil society organizations
  • Ability to work under pressure and operate in complex contexts

Background Information:

CISP Kenya carries out projects in areas of development by supporting national and county authorities to provide quality, equitable, transparent and accountable services in the sectors of higher education, child protection, culture, food security and nutrition.

CISP is the lead agency of a consortium of partners implementing a multi-year IDRC/FCDO-funded project as part of the “CLARE initiative” a research framework programme funded for 3.5 years supporting adaptation through climate-oriented research and enabling capacity build resilience, address knowledge gaps and boost the response to the climate crisis.
The project CISP will be implementing is entitled “BIMA” - “Improving Livestock Insurance Trigger Mechanisms and Gender-Responsive Products for Drought-Affected (Agro-)Pastoralists in Kenya” and will be covering the Tana Delta and Galole sub-Counties of Tana River County.
The project will be implemented by a consortium of 5 partners: 2 NGOs (1 local CCGD and 1 international CISP), 2 private companies (TriM and Takaful) and 1 local public university (University of Nairobi - UoN). This unique team of organizations will maximize synergies, pool resources and core competencies and review for effectiveness and achievements of the intended results.

This proposed research will build on the ongoing EU-funded REBUILD project (2019-2023), which includes a component of protection of pastoralist assets through IBLI in Tana River County.

Job Purpose:
CISP is seeking an experienced Field Project Officer with technical expertise in Project Management, Community Engagement, Resilience, Disaster Risk Reduction (DRR), Early Warning (EW) systems in Tana River County. This position will lead the implementation of the activities for the “Improving Livestock Insurance Trigger Mechanisms and Gender-Responsive Products for Drought-Affected (Agro-)Pastoralists in Kenya” project in the Tana River County.

Role and Responsibilities
Project Planning and Implementation

  • Responsible for selecting and verifying beneficiaries in coordination with the consortium partners, the community committees, and local authorities.
  • Plan field missions, supervise project activities and assign staff to ensure activities are carried out as per project work plan.
  • Facilitate adoption of best practice/approaches/models in the course of the implementation of the project.
  • Collaborate with relevant National and County government ministries and partners at the Ward, County and community levels to ensure integration and high-quality implementation of all activities.
  • Assist and participate in the planning and implementation of trainings, workshops and participatory assessments designed by CISP technical team and Consortium Partners.
  • Provide technical support to Consortium partners with the targeted communities.
  • Participate in the production of technical support materials and guide the project team on the delivery of mechanisms that will ensure effective implementation of activities as well as early recovery.
  • Participate in the preparation of overall workplan and budget planning for project related activities on the field, and systemically review the budget and control field expenditures within the approved project budget.
  • Liaise with the Administration team to process payments during workshops and field activities related to the project and provide adequate support documents.
  • Act as referral person for all CISP departments in need of information of materials regarding the project (Communication, MEAL, Administration and Procurement).
  • Perform other related duties as per the directives of the supervisor.

MEAL and Quality Assurance

  • Support MEAL activities in coordination with relevant stakeholders.
  • Travel extensively in the County for beneficiary engagement, support, supervision and monitoring of project activities.
  • Work closely with relevant authorities to ensure all activities are in alignment with approved guidelines and standards agreed.
  • Provide technical inputs in the planning and design of project specific operational researches, including inception report, beneficiary mapping, baseline, and midline and end line evaluations related to the livelihoods outcomes and disseminate research publications for learning purposes.
  • Participate in regular project review meetings, team meetings and other monitoring mechanisms to assess project progress and resolve implementation bottlenecks.
  • Participate in the establishment of a Complaints and Feedback Mechanism and ensure it is effectively disseminated and utilized by project stakeholders and staff.
  • Provide technical support and timely feedback to the Project Manager on livelihood activities.
  • Track and prepare monthly, quarterly, bi-annual and annual progress reports on the project’s activities and indicators, including documentation of key lessons learnt and successes stories.
  • Write impact stories, collect photos, and draft field reports in line with CISP communications guidelines.
  • Identify other opportunities in an ongoing manner that will add value to the overarching goal of the project.
  • Ensure cross-cutting themes such as gender and environmental protection are integrated into the activities.
  • Ensure that the Country office is kept informed of all changes in Government laws, policies and budgets in respect to the activities being implemented.
  • Work with Country office and partners to engage in advocacy activities with the government structures at the Ward/County level to address the needs of local communities and inform national level advocacy initiatives.
  • Ensure the correct visibility of CISP in front of beneficiaries and local authorities at the field level.

Minimum Qualifications and Experience

  • Minimum of a Bachelor’s Degree in Development, Project Management, Disaster and Risk Management, or a closely related field from a recognized university.
  • Minimum of 3 years’ progressive experience in coordinating development activities, including livelihoods projects.
  • Demonstrable experience with workshops and trainings planning and implementation.
  • Experience in managing community and team logistics, venue and transportations booking, etc.
  • Demonstrable experience in designing and implementing projects focused on DRR, climate, drought resilience, preparedness, response and recovery, and knowledge of climate financing mechanisms.
  • Experience with, Budget, and Financial reporting.
  • Fluent in both spoken and written English and Kiswahili.
  • Driving Licence and availability to drive and travel to activities locations. • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities.
  • Experience working in the ASAL Counties in Kenya and familiarity with the Tana River context.
  • Flexible and willing to work in a remote environment with extensive travel to multiple field locations.
  • Ability to conduct community needs assessments, program planning, implementation, monitoring and evaluation of resilience interventions and commitment to participatory approaches at all stages of the project cycle.
  • Excellent communication, facilitation, presentation and representation skills.
  • Excellent computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).

CISP is implementing projects funded by a number of different donors, such as UNICEF, EU, AICS, WFP. Job Purpose: To coordinate the development of programmes, with a specific focus on the protection sector, in terms of identifying partnership and funding opportunities, facilitating the development of new project ideas, coordinating and supporting proposal writing and need assessments.

This position has the overall responsibility of maintaining good representation of CISP in key meetings with donors, partners and relevant stakeholders.

Role and Responsibilities:

PROGRAMME DEVELOPMENT

In ALL SECTORS including protection, health and nutrition, education:

  • Represent CISP in key meetings with donors, partners and relevant stakeholders, including working groups.
  • Identify partnership and funding opportunities.
  • Facilitate the development of new project ideas.
  • Coordinate and support the writing of project proposals.
  • Organize need assessments.
  • Support the development of strategic documents for the Somalia Program.
  • Any other duties identified by supervisor.

Specifically, in the PROTECTION SECTOR:

  • Support and participate in protection working groups where CISP has a facilitating or chairing role.
  • Support the promotion of the protection sector, with specific focus on Social Norms and Behavioural Change components in collaboration with other country offices.
  • Provide technical advice for the development of the protection country programme.
  • Lead the development of communication material and documents for disseminating of best practices.
  • Adapt and review implementing guides, documents and publications.

Profile Required:

Qualifications and experience:

  • University degree in social science, public health or other related fields.
  • At least 5 years experience in the field of program development, coordination and donor relationship with an INGO.

1. BACKGROUND

CISP – Comitato Internazionale per lo Sviluppo dei Popoli (International Committee for the Development of Peoples) is a rights-based international NGO established in 1983 in Rome. CISP implements humanitarian, rehabilitation, and development projects through cooperation with public and private local actors in over 30 countries globally.

Since 1983 CISP has been working in Somalia to carry out projects in areas of emergency and development by supporting local authorities to provide quality, equitable, transparent, and accountable services in various sectors. Currently CISP Somalia has various field offices, including a coordination office in Mogadishu and implements projects in the sectors of Education, Protection, Culture, Health and Nutrition.

In particular, CISP is implementing an FCDO funded project titled "Empowered Communities, Including Boys and Girls, to Fight Against Violence Against Women and Children in and Around Schools". The aim of the project is to contribute to the reduction of violence against women, boys and girls through creation of safer schools and communities by transforming harmful social norms into positive social norms that uphold the dignity, safety and equity for women, boys and girls and their families in Banadir and Galmudug regions of Somalia. The program in going to be implemented in three districts, 2 in Banadir, namely Waberi and Wadajir, and 1 in Galmudug, namely Galkacyo. A total of 9 schools are targeted with this project: 4 schools in Banadir and 5 schools in Galkacyo.

CISP, under the FCDO-funded project is conducting a gender political and economic analysis to examine how gender and other social inequalities shape people’s access to power and resources – and how gendered inequalities and power relations then impact on violence against women, girls and boys and on its prevention in Mogadishu and Galkacyo.

2. OVERALL OBJECTIVE OF THE CONSULTANCY

The aim of this assignment is to undertake a Gendered Political Economy Analysis (GPEA) for FCDO funded project "Empowered Communities, Including Boys and Girls, to Fight Against Violence Against Women and Children in and Around Schools" to inform the project on: a) the political, economic,

societal and community level drivers of VAW and VAC, b) the levers for preventing VAW and VAC, and c) recommendations to eliminate drivers of VAW and VAC.

The specific objectives are as follows:

2.1. Conduct a context analysis to describe the context with regard to VAW and VAC; identify key political, economic and social factors that influence VAW and VAC and the political context related to VAW and VAC prevention.

2.2. Deepen the project’s problem analysis and theory of change vis a vis the context analysis to identify and validate the key drivers of VAW and VAC and root causes of a failure of policymakers to give sufficient priority to VAW and VAC prevention.

2.3. Conduct a stakeholder and power analysis and opportunities and threats analysis to examine factors and actors that affect progress on preventing VAW and VAC.

2.4. Provide recommendations to inform the project’s advocacy goals and approaches by conducting the mandatory participatory workshop.

2.5. Offer recommendations to contribute to the National Advocacy Plan.

3. METHODOLOGY

3.1. The ToR requires the assessment and analysis to be conducted in a participatory manner as much as possible, in close collaboration with CISP and the 2 local partners (SWDC and WISE). The methodology is expected to include:

a) desk review,

b) qualitative data collection (key informant interviews)- only conducted when it is necessary – if the information received from the desk review is not enough. This step can take place before or after the participatory workshop.

c) participatory multi-stakeholder workshop.

3.2. The consultant will be responsible for developing an analysis framework leveraging the guidance provided by CISP and leveraging existing best practice in the sector.

3.3. CISP will be responsible for providing guidance throughout the assignment to ensure alignment with CISP’s priorities and approaches. The consultant/firm will keep the organisation up to date throughout the assignment deliveries and agree on changes to the methodology where appropriate.

3.4. The consultant/firm will be provided with all the standard tools to facilitate the desk review, conduct the participatory workshops and conduct KIIs (if necessary). The consultant/firm is required to contextualize the tools to the local context. The consultant firm will also be provided with a GPEA template report.

4. ANTICIPATED ACTIVITIES

4.1 Develop a detailed inception report with a work plan, outlining the methodology and timeframe for each milestone. This includes but is not limited to:

4.1.1 Work Plan and Schedule of Activities.

4.1.2 Detailed description of how to collect, analyze, triangulate and summarize findings, including proposed facilitation approach for the participatory workshop and proposed sampling approach for any qualitative data collection.

4.1.3 Detailed quality assurance, safeguarding and risk management protocols. This should include explaining how stakeholders will be primed for the activity to ensure quality data is obtained, bias is reduced, and staff and participants remain safe, both during the exercise and during subsequent programming thereafter.

4.2 Participate in regular meetings with CISP on the study plan/methodology/timeframe, discussing results and findings and agreed recommendations and follow-up actions.

4.3 Conduct a desk review to inform the GPEA. A draft desk review will be shared and revised based on feedback from CISP and Consortium members.

4.4 Conduct KIIs if necessary. It can take place before or after the participatory workshop.

4.5 Facilitate 2 workshops with key stakeholders, 1 in Banadir and the other in Galmudug, as per the workshop standard guidelines.

4.6 Produce workshop reports summarizing key discussions and outcomes.

4.7 Compile a comprehensive first draft of the GPEA report and revise the report based on feedback from CISP and the two local partners.

4.8 Timely submission of the final report package in English to CISP, including: Final GPEA Report in English, as per outline provided by CISP. And all workshop materials, coding framework and raw data/transcripts (if KIIs are conducted).

4.8.1 In the GPEA, to be captured all the key drivers and root causes of the problem which includes both the key societal and/or community level drivers of violence against women, girls and boys and the reasons why policymakers are not giving sufficient priority to this issue.

4.8.2 There should be clear recommendations on what needs to change in order to prevent violence against women, girls and boys including what changes policymakers need to make plus the potential barriers to these changes.

4.8.3 There should also be a clear mention of what goals the national advocacy strategy should contain and how these support the specific outcomes the intervention is seeking, that is, what specific changes and action should be sought through advocacy.

4.8.4 The GPEA report should also contain who are the main stakeholders whom your advocacy needs to target along with potential allies and opponents. There should be an initial sense of what advocacy approaches and tactics are likely to be most effective to secure the changes.

5. DELIVERABLES

5.1 The consultant will submit the following deliverables:

5.2 All deliverables shall be produced in English and should be simple in expression (jargon free) and accessible to a wide audience. The consultant will submit an electronic version of the final report and all annexes by the agreed deadline. The final reports and annexes will be fully formatted and copy edited with all tables and graphics required included. Annexes are expected to include all tools and raw data/transcripts.

5.3 All materials and deliverables developed for this consultancy will be the intellectual property of CISP.

6. TIME FRAME

The consultant is expected to start as soon as possible following the completion of recruitment, with an anticipated start date from March 2024. The contract duration is projected for 19 days, over two months.

7. REPORTING LINE

7.1 The consultant shall work under the supervision of MEAL Coordinator.

7.2 Members of the Consortium will have an advisory role in reviewing all deliverables.

7.3 The consultant(s) and the relevant CISP team will meet as per agreed timings at various stages of the project.

8. SKILLS AND EXPERIENCE

Required experience of the applicant (individual or institution) include:

· Master’s degree or equivalent in a specialization related to VAW and VAC, gender studies, development studies, law and political studies, or social sciences.

· A proven track record and experience in leading GPEA or similar assignments.

· Previous experience conducting studies in Somalia, with experience in Banadir and Galmudug regions preferred.

· Experience in qualitative and participatory data collection methods and participatory workshop facilitation.

Required competencies of the consultant are:

· Excellent knowledge of VAW and VAC prevention strategies, including advocacy approaches and VAW and VAC prevention among young people.

Livelihood and food security Expert – Programme Manager

CISP is looking for a livelihood and food security expert to support the development of its country programme in Sudan.

CISP started its activities in the country in 2019 and it’s currently seeking to strengthen its programme focusing on the response to emergencies related to food and nutritional insecurity.

The PM will oversee the implementation and coordination of the AICS funded emergency project in Gedaref State and will contribute to the identification and pursuit of new opportunities

If security conditions and visa procedures will allow, the PM will be based in Port Sudan with possible travels to Gedaref. The possibility of referring to other CISP offices in the region (Nairobi and/or Addis Ababa) will be assessed.

Programme management/development

  • Ensure coordination and quality management of projects implemented in Sudan in compliance with CISP’s management system and donor’s requirements, with particular focus on the livelihood and food security sector.
  • Ensure continuous relations with donors, submission of quality and timely narrative and financial reports. Support processes of external evaluations and audits.
  • Ensure innovative approaches are included in existing and future programs in order to increase positive impact on project beneficiaries.
  • Carry out field missions to monitor ongoing projects and strengthen the collaboration with partners and beneficiaries.
  • Identify and coordinate the relations with implementing partners (defining and signing MoUs, review meetings, etc.).
  • Provide overall support and guidance to CISP local partner organization with a strong focus on organizational development to achieve set objectives, as well as compliance.
  • Support and supervise day to day programme implementation, including staff management, revisions to project design, workplans, activities and planning, budgets and recruitment of project staff
  • Ensure quality and timely communication and reporting with all relevant stakeholders such as colleagues and partners, authorities
  • Facilitate and oversee capacity building, in-service training sessions, on-the-job training and mentoring support to CISP staff and partners.

General tasks

  • Attend meetings and workshops with local authorities, donor representatives or key stakeholders.
  • Guarantee coordination of CISP promotion activities in the country, by ensuring constant supervision of the development of new proposals.
  • With the advice and under the supervision of the headquarters, ensure the strategic development of the programs and the presence of the organization in the country.
  • Ensure compliance with the procedures and policies of CISP and donors.
  • Support the development of the Country Strategy / the Country Strategic Planning.
  • Identify possible partnerships both at specific project level and at strategic level.
  • Ensure CISP qualified visibility.

Managerial and administrative responsibilities

  • Supervision of project/country financial planning.
  • Ensure compliance of all expenditures and purchases with CISP management system, donor procedures and the requirements of national legislation.
  • Ensure the management of human resources deployed by CISP in the programme.

Profile

  • Master's Degree in Humanitarian / Development Studies / Social Sciences or any related field
  • At least 5 years of working experience on Food Security, Livelihood, Social Protection, Conflict Management & Peace Building
  • Experience in programmes with multipurpose cash distribution components and/or strong administrative/financial competence and experience
  • Expertise in post-distribution monitoring (PDM): data analysis and report writing
  • Good knowledge of EU, AICS, UN Agencies management procedures (preferably at least 2 years experience)
  • Previous working experience in Sudan or Eastern Africa region is preferred
  • Excellent in written and spoken English. Knowledge of Arabic and Italian will be a plus
  • Good communication and writing skills as well as a good aptitude for stress management
  • Ability to create, coordinate and manage partnership relationships with donors and civil society organizations
  • Ability to work under pressure and operate in complex contexts
