BACKGROUND ON CISP SOMALIA EDUCATION PROGRAM
Comitato Internazionale Per Lo Sviluppo Dei Popoli – CISP (International Committee for the Development of Peoples) is a development organization established in Rome in 1983, to engage against the impact of poverty and denied rights worldwide. In Somalia, CISP is currently implementing 3 education programs in Banadir and Galmudug State funded by DFID EU and SHF. Further, CISP has secured another funding from the Somali Humanitarian Fund (SHF) to implement a one-year integrated emergency education project targeting 16 schools in Galgaduud region. The goal of the project is to promote equitable access to education, to reduce dropouts (for both boys and girls) and to improve learning outcomes for the most marginalized children who have been severely affected by drought and conflict with special focus on IDP children. The position holder will be directly responsible for the implementation of the SHF funded project.
Job purpose
Under the supervision of the Education team leader for Galgaduud region, the project Officer will be specifically responsible for the day today implementation of Somali Humanitarian Fund (SHF) funded project to be implemented in Galgaduud region of Galmudug State. He/she will be responsible for fast tracking of activities implementation as per the approved work plan, monitoring, collection of the means of verifications for all the activities implemented and preparation of monthly project progress reports and accurate and timely completion of monthly 4W matrix for sharing with education cluster both at regional cluster and National cluster levels. The Officer will maintain strong networks with school CECs and teachers, youth groups, boys’ and girls’ leadership networks and women’s organizations in support of education activities. The Officer will also support the Education Supervisor with other tasks and duties as needed.
Project Planning and Implementation
▪ In collaboration with Galmudug Sate MOE and colleagues, lead the process of mobilizing and sensitizing the communities targeted by the project on education awareness and enrolment campaigns
▪ Prepare community mobilization activity action plan in consultation with Education Supervisor and stakeholders
▪ Promote and ensure access and inclusion in schools and education activities of marginalized girls, children with special needs and disabilities and those from minority groups
▪ Strengthen and enhance linkages and network between MoE Galmudug, CECs, teachers, parents, girls and boys and coordinate active participation of all
▪ Taking part in community assessments to determine the existing needs and emerging ones.
▪ Carry outdoor-to-door home visits in an effort to mobilize the community and work to ensure the various mobilization and sensitization undertaken achieve the desired impact
▪ Initiate / generate technical instructions through construction/rehabilitation site monitoring visits and other site observations. Liaise with other disciplines for co-ordination issues and assist in preparation of reports.
▪ Assist School head teachers in updating school registers and keep accurate records of enrolment, attendance, and learning performance and ensure that all monthly school dry food ration distribution is well documented with duly signed and stamped distribution lists, corresponding monthly attendance register, quality photos and quotes from CECs, students, MOE officials in support of verification of distribution
▪ Coordinate the creation and adoption of School Codes of Conduct with all relevant stakeholders to ensure protection, safety and well-being of all students enrolled in the schools
▪ Make sure quality and appropriate documentation is produced, collected and shared timely in collaboration with the Education Supervisor and Education Program Coordinator
▪ Ensure accountability (to learners, teachers, parents and other beneficiaries, to CISP, to the Ministry of Education Galmudug, to donors, etc., for all education activities
Project Monitoring and Reporting
▪ Prepare and compiling monthly, quarterly and annual project reports in accordance with the donor guidelines
▪ Preparation and timely submission of accurate data using the 4W matrix template by 20th of every month for sharing with the national and regional education clusters
▪ Conduct regular monitoring of project progress as per the project plan
▪ Work closely with the Education Supervisor and Coordinator in planning monitoring, reviewing, collating and disseminating programme achievement and learning
▪ Proactively participate in the collection of data, involvement of the beneficiaries, assessments, monitoring and accountability actions
▪ Participate in project review meetings with MOE officials, cluster coordination forums, communities and school administrations
▪ Document constraints, challenges, gaps and needs as well as best practice and lessons learnt and ensure that they are reported
▪ Identify operational/technical and management problems arising during the implementation of the project activities by CISP and its implementing partners and report to the responsible line manager in the organization to ensure timely action is taken.
Advocacy, Communication and Coordination
▪ Engage in advocacy & representation with other actors concerning the value of education and specifically promotion of girls’ education
▪ Regularly collect in-depth stories and comments from community members on education, schools and CISP education activities and share with Education Programme Manager and Education Program Coordinator
▪ Organize meetings, symposia, etc. to engage children, youth, parents and community members to support education, including emphasis on girls’ education
▪ Document best practice and lessons learnt from the implementation of the education activities by CISP and ensure that they are reported
▪ Perform other duties as instructed by his/her immediate supervisor
Person specification
• Degree in BA (Education) Sociology, Development Studies
• Minimum of 5 years’ experience working with International NGO in similar position in
Somalia
• Excellent in written and spoken English and Somali Languages
• Excellent report writing skills
• Availability to start the job by 1 st of August 2019
