BACKGROUND ON CISP SOMALIA PROGRAM.
Comitato Internazionale Per Lo Sviluppo Dei Popoli – CISP (International Committee for the Development of Peoples) is a development organization established in Rome in 1983, to engage against the impact of poverty and denied rights worldwide. In Somalia, CISP is currently implementing Protection program in Banadir region funded by UNICEF. Further, CISP has secured another funding from the Somali Humanitarian Fund (SHF) to implement a one-year integrated emergency education/child protection project targeting 16 schools in Galgaduud region. The goal of the project is to promote equitable access to education, to reduce dropouts (for both boys and girls) and to improve learning outcomes for the most marginalized children who have been severely affected by drought and conflict with special focus on IDP children. The position holder will be directly responsible for the implementation of the SHF funded project leading the child protection component in the target locations.
TERMS OF REFERENCE FOR THE CHILD PROTECTION PROJECT OFFICERSRESPONSIBILITIES
Lead Case management of Unaccompanied Minors (UAM) through Identification, documentation, these will facilitate family tracing and ensure that children receive appropriate care and assistance until reunification or until alternative solutions are arranged.
• Support family tracing and reunification through community-based networks, children will be placed with foster families as the process of tracing is ongoing, foster families will be supported with food ratio during this period.
• Train teachers on psychological first aid training who will be providing psychological support to boys and girls in schools.
• Work with the field teams to designing IEC materials and implementing awareness campaigns and capacity building for formal and informal authorities for prevention of family separation and response for UASC.
Develop and strengthen local level referral pathways through child protection service mapping in Dhusamareb, Adado and Abudwaq.
• Conduct rapid assessments and data collection, according to WHO ethical and safety principles, as part of inter-agency/multi- sectoral teams and coordinate immediate protection (GBV and CP) response in areas of displacement, conflict or natural disasters;
• Supervision and follow up of project activities in the project sites such as schools, vocational centers and others.
• The project officers will be responsible for working directly with the community, local authorities and the beneficiaries.
• With support from the PM and the Child Protection Manager the project officer will make weekly and monthly activity work plans.
• The project officers will and must be willing to work hand in hand with other sectors within CISP and other partners in their areas of operations.
• Support the documentation of project methodologies, lessons learned, and gather case studies;
• Facilitate parents/care training/meetings/dialogue on child protection.
• Facilitate caregiver’s support sessions for parents on how to deal with children in distress and how to manage their own stress.
• Lead the provision of food and nutritional support to the children being placed under a foster family, this goes in to reducing economic burden to the foster family for absorbing extra person to feed during the family tracing process.
• Train stakeholders and staff child protection case management.
• Guide and support with reporting, referral of child protection incidents.
• Produce project reports on monthly and quarterly basis/ · Produce activity reports e.g. training reports
• Represent CISP in Galmudug regional and district coordination meetings in the child protection, government, cluster/ working groups etc.
• Network with INGOs, NGOs, the UN, and local government authorities in order to inform them of CISP work.
• Execute other duties as signed by the supervisor.
QUALIFICATIONS AND REQUIREMENTS:
• University degree in relevant area (e.g. child development, child psychology, social work, child education, human rights);
• Work experience in the Somali context is desirable; Experience working in Galmudug is an added advantage.
• 3 years of experience or more in related job of child protection is desirable.
• Knowledge on child protection and gender-based violence.
• Previous experience in implementing a child protection project.
• Proven experience conducting trainings for government officials, non-governmental organizations and/or in protection settings is essential.
• Computer literate – Microsoft Word &Excel
• Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff, beneficiaries and other stakeholders;
• Excellent report writing skills.
• Fluency in written and spoken English and Somali languages.
• Commitment to realizing children’s rights and girl’s education.
• Must be able to work independently while being a strong team player
• Additional qualities: flexibility, cultural and environmental sensitivity, and abilities to multitask, handle pressure well, and improvise.
• Willingness to learn and collaborate with other stakeholders (parents, IDPs, children, child protection committees, other organizations and local government)
• Comply with CISP’s child protection policy and code of conduct as well as the inter-agency standards.
• Monitoring and evaluation skills
• Conduct service mapping with GBV and child protection actors in target areas, support the development and implementation of GBV and CP referral standard operating procedures (SOPs) in Dhusamareb, Adado and Abudwaq.
